The USDEC Project’s formal responsible person is Prof. Dr. Muzaffer ELMAS the rector of Sakarya University since 2010.

The USDEC Project’s general and academic coordinator is Assoc. Prof. Dr. Osman TİTREK. Mr. Titrek has studied in Sakarya University Faculty of Education since 1999. He is the head of both Educational Administration and Supervision and Lifelong Learning Master Programmes in Educational Sciences Institute at Sakarya University. Dr. Titrek also run the following EU projects as the coordinator: Developing Leadership Skills of Women in Society and The Development of Entrepreneurship Through Interactive Encouragement of Creativity in Education and  studied in Developing Effective Schools for Inclusion projects.
